Associate Vice President for Law Enforcement, Investigations and Accreditation & Deputy Chief Security Officer
Neil Farrell is the Associate Vice President for Law Enforcement, Investigations and Accreditation & Deputy Chief Security Officer. He arrived at Stony Brook in 2009 and was appointed Deputy Chief of Investigations and Administration for the University Police Department. In 2011, he was promoted to Assistant Chief and most recently served as the Interim Assistant Vice President for Campus Safety and Chief of Police.
Neil started his law enforcement career in 1987 with the New York City Transit Police where he quickly rose through the ranks and was promoted to Sergeant in 1993, Lieutenant in 1998, Captain in 2002 and Deputy Inspector in 2007. During his time with the University Police Department, Neil led the department to achieve its initial NYS Division of Criminal Justice Services Accreditation in 2010, making it one of the first SUNY campuses to do so and an accomplishment shared by only half of all law enforcement agencies throughout the state. He expertly navigated the re-accreditation process in 2015 and again in 2020 while also managing all aspects of UPD's Detective Division criminal, internal, disciplinary, confidential and sensitive investigations. Neil also directed all policies and Standard Operating Procedures for the department while serving as a Deputy Title IX Coordinator, the University Administrator for Clery Federal Guidelines and the UPD representative to the U.S. Department of Justice Violence Against Women Grant.
Neil is responsible for supporting the University through oversight and liaising with all university departments to ensure compliance with relevant policy, regulatory and statutory reporting requirements. Neil directly interfaces with the Assistant Vice President for Title IX & ADA Coordinator, the Assistant Vice President for Audit and Management Advisory Services, Human Resources and Labor Relations, the Office of General Counsel, among other areas and works closely with the Director of Risk Management and Policy Compliance to establish, lead and manage initiatives relating to risk management while focusing on integrating policy management.
Neil holds a Bachelor of Science Degree in Human Resource Management, a Master of Arts in Adult Education and Training and is a graduate of the Columbia University Police Management Institute and the Federal Bureau of Investigation (FBI) National Academy 254th session.
